Make field not editable when a certain checkbox is yes, and editable when no

Good day, 

I need some help please; see image.

I'm creating an invoicing program, and have charge types selectable by the user.
Specifically, in our application certain charges are fixed, and some are not.
I have created a YES/NO fixed chare indicator on the charge item and a value.

So for this concept to work, I need some help please to figure out how to:

- If the fixed charge indicator is YES, then the Amount field is to use the value from the charge table, and not allow the user to edit the amount

- If NO, then the Amount field is to be open to allow it to be edit.

See image below in an attempt to allow it to be visualized.
