unable to find a way to create the desired app

in short i have a company, in which we help doctors find jobs aboard

so i have already made a data page ( form ) in which my employees  can fill doctor's info ( curriculum vitae ) 

now i have job offers for the doctors, but these job offers is depended on the doctor's certificate type and in which year it was obtained

so i want to create a data page , by entering the doctor number previously entered by the employee in the form , all doctor other info would be pulled and the suitable job offer for the doctor would be shown , and i want this all fields to be display only 

i tried to do a view and put in there the database where the doctor info is entered and the other table is where the job offers is written , and when i created to make a data page , i wanted to make rules as the criteria for the job , for example if field " master specialty " equal pediatrics  and the field " masters year " equal 2015 then all other field would be hidden except the suitable job field , the problem is that i cant make the field display only and also make rules , and i don't want my employees to be able to change the fields 

what i can do , or is there a way around all of this

i used  cascading elements successfully to enter a number in the first field , and get the other adjacent info automatically

this is all done in a report 

the problem is i want to make some fields , display their  info without depending on other parent field , just display all in what it contains in the table
