Creating New Records With Many-To-Many Relationships

I have a table of reports. Each report may be relevant to multiple countries & multiple topics. I have therefore created join tables to create many-to-many relationships between the report and the countries, and topics.  I'd like to create a datapage so a user can enter a new report including the potentially multiple countries & topics it relates to. So far I can't find guidance on how to do that. Can anyone help?
