Rules not working

I have a rules that if one of the fields is equal to the 'Annual Report' the entire section 3 will be hidden butt it does not seem to be working. This field is a Text Field and I have created a JavaScript in the footer that will disable this Text Area and make it non-editable.

If you want the Rules to work, please remove the script and checked this forum post that will make your field non-editable and will still work using rules :
