What I can suggest is for you to use a conditional form(Rules), you can create 21 sections per question and use the rules to hide/unhide the other questions if they are unanswered yet. For more details check this out:

Also, have you tried iFrame deployment? That can enclose your page/DataPage so it won't be altered.

If you want to match the ID value from your file and table, then I suggest that you manually name the file and add that name to your unique ID. You can use a Text(255) and make it as unique:
