How to include blanks in multi-select dropdown

Question

I have data in a field that has 5 different values and has a number of rows with blanks. I have chosen the config option ("Match Blank Values")  that makes the multi-select dropdown select only rows that are blank, but when I choose "Select All", it doesn't include those blank rows. Can anyone help me get this configured to truly return ALL rows? (I don't have/know how to configure the multi-select dropdown to have a value that shows only blanks - I only can get the blanks by not checking any of the selections.)
