Looking for a first estimate.

Existing customer wants to build a website based on Caspio where his freelancers can log in and enroll for a project . Where freelancers can see the jobs they are qualified for and enroll, at ending the job they can fill out the amount of time spent on the job. Where backoffice can create new jobs and define required skill level and limit the nr of enrolled freelancers. Reporting and dashboards for freelancers should show the nr of jobs enrolled in, closed and amount of time spent per job and average. Reporting and dashboard for Backoffice should show nr of freelancers per job, average time spent, nr of jobs open and closed, nr of projects open plus enrolled freelancers.
