popup window in html block

Hello,

I am trying to include a popup window in a HTML block. I would like to allow users to click on some text (i.e. help) and have a popup appear that provides some description of the field they are being asked to enter data in. I have tried the following command and it has been unsuccessful. I am wondering if ayone has any experience with something like this and might be able to suggest the best way to do this?

To provide your app users with more detailed information for a specific form field or column header, you can add rollover hints to display instructional text next to a help icon.
