Creating Web Applications?

Does anyone know an easy (non programmer) place to create web applications, for user management (add users), searchable, create forms, upload files along with order updates. Things like this, i checked out this like caspio but wondered what other alternatives are out there? I don't know of too many so any help would be useful. I'm computer savy, just not hardcore enough to program my own things.
