Send Notification Email When Search And Report Form Is Accessed

How may I have an automatic email sent to a customer when a search and report form is accessed by another user? I Know I can create an automatic email at the end of the form when updated, but I want an email to be sent to a customer saying an attempt to access their information was made from the initial submission of the report.

Use two pages to search.

A Search page & a Results page.

You can then send an Acknowledgement or Notification after the search params are submitted.
