Payment integration in submission forms are always required, therefore hiding it in rules will prohibit you from preventing to submit the forms. The workaround for this is to create a condition in which if a user chooses to pay now, he will be redirected to a DataPage with payment integration. You can only add it in the submission page. So make sure before planning (in this case you already have one) to upgrade with Payment integration, you are aware that it for one time payment only.
